Turning to the Liberal Party Mr Churchill said the object of their leaders had been stated nakedly in Lord Samuel's election broadcast when he said that if neither of the two parties secured a working majority the Liberals might well be called upon to form the Government.
But today the formation of a Liberal Government was speculative outside even the bounds of Lloyd's insurance. We must not be blind to the anomaly that 186 MPs had been returned on a minority of the votes cast in their constituencies or the constitutional injustice that 2,000 voters had returned only nine members to Parliament.
"I therefore make the solemn proposal that we should set up a Select Committee to inquire into the question of electoral reform."
